Is it possible to have a site powered by a CMS without the need for the site to store any of their own content on their own servers? If so, what would the solution look like?

It’ll look exactly like normal. For example, “self-hosted” Blogger platform blogs are exactly what you described. All the content (blog posts) are stored on Google’s servers, but the physical pages (.html pages) are on your server.
